Return Coverage option in Merchant Dashboard

Merged Dushyant Vishwakarma requested to merge feature/return-coverage into develop

Merchant can now update the return coverage price and for now default is set to 2 Error handling in action form, loading spinner on form submission, toast notification & Sidebar tab for settings.
